In preview dialog you can see how an email will look like from a recipient perpective:

"Preview" button is also present on the bottom of a page (visible when creating or editing Project Mail Template as well as Post Function Templates):

In project mail templates, issues that you can select from this picker are dependent of a selected issue type in used mail template. So e.g. template for issue type "incident" is likely to be different from a "bug" one.

WARNING

Please do not confuse project dependent mail templates aka Project Mail Templates (tied with particular issue type) with Post Function Templates.

The easiest way to distinguish between them for an ordinary JIRA user, is that by default to access edition, or creation of Post Function Templates, one needs to be in a JIRA admin rank. The highest possible privileges are not needed to access Project Mail Templates.

When you preview post function templates, the issue picker shows all issues from history search (this information is included on the bottom of the page)
