This statement relates to Excel Connector for Jira Cloud:

We are not extracting, nor processing any data from Jira Cloud instances on which our Excel Connector application is installed.

For Jira Server - no traffic outside Jira instance is performed, everything encloses between Jira instance and Excel client on customer side.
