Created account is required to make DocuSign run with your jira. To do that go to https://developers.docusign.com/ and at the right top go to Developer Account (1) → Create Account (2)

Then fill below form with your personal data and press Get Started (1)

Your account has been created, go to your email that you provide during registration and verify it by click on activation link. After that your account is ready to use.
