First be logged as JIRA administrator and then click on the visible only to such user cog icon. Next perform the same action on the "Issues":
Scroll down the page and find "Custom Fields" link on the left hand side, then access it. Cloning wizard is open after you select "Clone" option from the drop-down menu visible under each custom field option, accessible via the cog icon (just like in the example below):
Set name of new field and press "Clone" to add new custom field:

*To avoid problems while creating and configuring cloned custom field, Screens and Available content are not copied from parent custom field.

Conclusion is that custom field options present in e.g. a drop-down menu will be copied to its cloned version, however a context applicable for particular scheme will not be copied. Cloned custom filed will remain with the same options and can be used for different project's issue type(s):
