In our app you can set current user as an Assignee on manual execution of Scheduled Issue.
After check checking option “Set current user as Assignee on manual execution” (1) on creation SI wizard, even if the user A was selected as Assignee (2), after “Execute” (3) SI manually by user B (4), hewill be set as Assignee on created issue (5).

If SI will be executed normally by trigger (6), Assignee on newly created issue will be set as while creation SI (7).
