In order to send mail template perform Send Mail action from issue top menu:

Email Task > Send Mail [1.2.x] > Send Mail - locationn of Send Mail option in a menu.png

The Mail Templates List opens.

Choose template to send and perform Send action.

The mail client is opens window with supplemented template.
