Since Jira 7.2.0 there is no possibility to export issues to Excel. For more information please check here. This happened in response to a Microsoft Security update that stopped Excel files from opening correctly.
There is a workaround, so this feature can be again turned on, however it is highly unrecommened.
The below manual is valid only for Project Management Software, till the 7.1.9 version.
