Due to fact that not everything is migrated, states of the Scheduled Issues will be mapped after migration according to following rules:
Invalid → InactiveDisabled
Active → Active
Inactive → InactiveDisabled
Skipping → Skipping
Calendar day off → Active
Pending → Active
Expired → Expired
